Russell County Projected and Actual Release Dates
A projected date is a planning calculation. It is not proof that a person left custody on that day. Kentucky's public offender system, known as KOOL, displays two fields called “Projected Release Date From” and “Projected Release Date To.” The full range matters. The first date is not an appointment, and the second date is not a guaranteed discharge.
An actual release is an event recorded after an agency gives up custody. Kentucky Department of Corrections Daily Releases can document a state-system event. A county release sheet can document Russell County Detention Center processing. Each record answers a different question. The state document may identify a release type and the facility released from, while the county record may hold the local date, time, and disposition.
Scheduled vs. actual release: a KOOL range estimates a state sentence outcome; Daily Releases or the responsible facility confirms the event.
A pretrial detainee at Russell County Detention Center has no projected sentence-expiration date. The person has not yet received a final sentence. Bond payment, a recognizance order, dismissal, another hold, or a transfer may determine when county custody ends. Roster disappearance alone proves none of those results.
Find a Russell County Inmate's Projected Release Date
Begin with legal status, not a name search. Russell County Detention Center houses local detainees, people held for another county, and state inmates. Two people in the same building can therefore have dates controlled by different agencies. Use a DOC/PID number for a state record and a booking or case number for a local record whenever possible.
- Determine whether the person is awaiting trial, serving a local sentence, serving a Kentucky correctional sentence, or held under federal or immigration authority.
- For a Kentucky sentence, open the official KOOL search. Search by DOC/PID when known. If only a name is available, begin broadly and compare each possible match.
- Open the detail record and record the exact “Projected Release Date From” and “Projected Release Date To” values. Also save the status, location, sentence facts, and access date.
- For a local sentence, read the judgment and ask Russell County Detention Center for its existing calculation or release record. Russell County publishes no online local calculation guide.
- After the range arrives, inspect KDOC Daily Releases by DOC number. Request the underlying record when an exact time, destination, or condition is needed.
- If sources disagree, give the responsible office both identifiers and the dates and times when each source was checked.
The Russell County release-record path explains how to request the county document once the live roster no longer displays the person. A name by itself is weak identification. Compare middle name, date of birth, DOC/PID or booking number, case number, offense county, and relevant dates. A photograph can assist, but it should not replace stable identifiers.
KOOL reportedly updates four times each day. That schedule does not mean every upstream change appears at once. Record the access time. If a projected date has just passed, allow for processing and then check the official event sources rather than declaring the calculation wrong.
Reading Kentucky's KOOL Release Range
KOOL is a statewide correctional-history system. Its detail page can include offender type, supervision status, location type, physical or supervision location, county of supervision, conviction data, and the projected release range. Continued presence in KOOL does not mean the person remains in prison. A discharged person can remain visible because the system also preserves correctional history.
Read status and location together. A supervision county can show community supervision rather than confinement. Parole, probation, and mandatory reentry supervision are different legal paths. None supplies the gate time for a county-jail departure. When the record says Russell County in a supervision field, that does not necessarily mean the person is physically held at Russell County Detention Center.

Do not shorten the range to its first day. Do not calculate a single date from selected fields. The public page may display only the last ten convictions, and a complete calculation can rely on information not shown there. KDOC Offender Information Services or an open-records request is the proper route when the official computation matters.
Kentucky Credits Behind a Projected Release
KRS 197.045 provides Kentucky's confinement-credit framework. It includes up to 90 days for qualifying educational or program achievements, behavior credit up to ten days per month, and meritorious or emergency credit up to seven days per month. Eligibility, statutory limits, forfeiture, restoration, and the underlying sentence all affect whether any credit applies.
Those figures are maximums or conditional awards. They are not numbers that a reader can simply subtract from a sentence. Consecutive sentences are aggregated under the statute. Some restrictions also apply, including requirements tied to sex-offender treatment. KDOC uses the full correctional record and governing law, not a short public calculator.
KRS 439.3401 adds special rules for offenders who meet its statutory violent-offender definition. Covered terms of years generally require service of 85 percent before release, with limited credit treatment. The label is defined by law. It should not be applied from a charge description or ordinary use of the word “violent.” Confirm the offense, sentence, date, and governing version of the statute.
Mandatory reentry supervision is another distinct factor. KRS 439.3406 establishes a period of supervised release before projected completion for qualifying people who did not receive discretionary parole. It has exceptions and conditions. MRS is not parole, and absconding time may not count as the statute provides.

Russell County Jail Dates Follow a Different Path
A locally sentenced misdemeanant is not assigned a KOOL range merely because the sentence is served at Russell County Detention Center. Begin with the judgment. It may state the term, jail credit, probation terms, or other directions. Then ask the jail for the existing computation or custody-disposition record.
Russell County has not published a county good-time policy, weekend adjustment practice, holiday release rule, standard release hour, exit location, or transportation plan. No date should be moved to Friday or Monday based on assumptions from another jail. Call 270-858-6900 when current operational information is needed.
Pretrial custody is different again. A bond or release order gives legal authority, but processing can take time. Payment, identity checks, another agency's hold, or transfer arrangements may separate the court order from physical departure. The signed order belongs to the court record. The release sheet belongs to the jail's operational record.
Why Kentucky Projected Release Dates Change
A changed range does not by itself reveal the cause. Compare dated KOOL records, the judgment, and later agency documents. Ask for the official calculation if the reason is important.

These are possible explanations, not findings about a named person. A parole grant is not the same as physical release. A hearing date is not a departure date. Likewise, loss of a credit should not be alleged unless the agency record supports it.
Confirming the Russell County Release Event
After a state projection passes, search KDOC Daily Releases. The archive reaches back to 2014. Its daily documents list DOC number, name, release type, released-from facility, and highest offense class. Search by DOC number before name and copy the release type exactly.
A Daily Releases entry naming Russell County Detention Center in “Released From” concerns a state-system event processed from that jail. It is not a list of all local bond releases. The document also does not supply a gate time, destination, conditions, or photograph. Request the underlying record when those fields matter.

If staff confirms transfer, request the receiving authority. “Not here” is not the same statement as “released to the community.” A written release sheet provides stronger evidence when the exact disposition is required.
Audit a Changed Russell County Projection
A careful audit preserves evidence before drawing a conclusion. Save the prior and current KOOL ranges, DOC/PID, location, status, sentence details, and access dates. Obtain the judgment and any later amendment. Then compare Daily Releases and ask KDOC for the calculation record if the public fields do not explain the change.
State each date's object. One may be parole eligibility, another a board action, another the projected range, and another physical release. They can occur weeks or months apart. A scheduled board matter can be continued, denied, deferred, or followed by more processing.
Travel, property pickup, and family plans should be confirmed directly with the holding facility. The range cannot supply an exit door or time of day. Russell County publishes no standard process for those details, so they remain unknown until the jail provides current information.
