May 2025 Fiscal Court minutes reported an average detention population of 102. The point-in-time count was 107, including 40 state inmates, 11 people held for Clinton County, and 55 Russell County inmates. The categories demonstrate why disappearance from the county roster cannot be called release without another check.
A roster change involving a state or out-of-county person may be a transfer. Ask the jail for the “release or transfer disposition.” When a receiving authority is recorded, verify there as well. The local mix is not a current release count, and the fiscal snapshot must not be used as one.
Russell Release Fees Need Confirmation
County minutes provide fiscal context without stating a current individual charge. Aggregate “Booking Fees” receipts were $2,224.10 in May 2025 and $1,767.14 in December 2022. Those totals do not establish a per-booking rate, a balance due from any person, or collection at release. Questions about a specific booking must go to the detention center.
This distinction prevents an accounting line from becoming an unsupported claim. Ask what record shows the charge, whether it applies to the specific booking, and which office maintains it. Do not assume that an aggregate receipt category describes what happens at the jail door.

Kentucky Offender Online Lookup, or KOOL, applies to Kentucky correctional offenders. Search by DOC or PID when known, then compare name, demographics, offender type, conviction data, location, supervision county, and supervision status. Continued appearance in KOOL does not prove incarceration because the system can retain correctional and supervision history.

KDOC Daily Releases supplies date-specific state events with DOC number, name, release type, released-from facility, and highest class. It is not a list of every local bond release. If an entry names Russell County Detention Center, it means a state release was processed from that site.

The court order and jail release sheet answer separate questions. A judge's signed order can show why release was authorized. The jail record shows the operational departure. The federal result must be read alongside any state, county, or immigration hold.
ICE's locator can include current detainees and some people released from ICE custody within the prior 60 days. A county jail departure followed by ICE detention is accurately described as release by Russell County to ICE custody only when confirmed. No evidence identifies RCDC as an ICE contract facility.

Russell County Detention Center is the local jail. Its departure can lead to the community, another county, KDOC, or another authority. Kentucky Department of Corrections is the statewide correctional system, not a separate prison in Russell County. KOOL and Daily Releases are the correct state paths.
There is no identified state prison, federal prison, or ICE detention center within Russell County. That does not rule out transfer into those systems. It means the correct locator and record owner change when custody changes.

A sound Russell County release check keeps an audit trail. Ask for the existing release sheet, movement history, order, or discharge record that matches the custody type. A broad request for every record can slow identification and produce files that do not answer the release question. A narrow request also makes it easier for a custodian to separate open fields from material protected by law.
Keep the final conclusion as narrow as the proof. “Released by Russell County,” “transferred to KDOC,” and “out of VINE custody” describe different facts. Naming the source and event date lets another reader repeat the check without turning a partial result into a broader claim.
